Why can the seller refuse to return the wrong-sized item to the buyer?

The seller posted size M but sent size L to the buyer. Why does the system allow the buyer to refuse to return the item?

Mentor2 years agoThe buyer is entitled to a refund if the buyer files a "not as described" return in the time allowed and follows the procedure set up by eBay.
The seller can decide whether to require a return or to refund directly without a return.
If the buyer files a different kind of case, such as "does not fit" or "changed my mind", then the seller has the option to refuse a refund depending on the seller's return policy for remorse reasons.
