Why are Canadian buyers restricted from purchasing items?

I have Global shipping set up on my account but twice Canadian buyers have notified me they are restricted from bidding on items. Why is this and is it happening to anyone else?

Thanks for Replying! The Item Number is 325739276850. Had two canadian Buyers not be able to Bid on this Item. See what you think. Gary K

You have no international shipping option on that listing. Either add a direct Canadian shipping option or enable Ebay International Shipping (EIS) in your Shipping Preferences.
