Why am I getting “Partial Refunds”when the seller offered full Refund? All of them asked to contact eBay.

What was the reason for return? If something like doesn’t fit, or I don’t like it, then you would be paying for the return shipping (unless the seller offers free returns). The original shipping would also not be refunded.
If it isn’t a question of the shipping, then you may be seeing deductions for change in condition, such as take removed.
You should be able to tell what was refunded by looking at the return or at the order details in your purchase history.
