Why am I being charged different amounts for the same flat rate USPS package
Flat rate bubble envelope $9.20 for one item and $9.55 for the next. isn't flat rate one price?

Did the higher cost one go to AK or HI?
The product is flat rate at the PO, but the discount that they give through eBay is a bit less for zone 8 & 9 shipments - usually AK & HI.
