Who pays the for the shipping?
I am offering free shipping. A buyer made a counter offer at a lower price + shipping. If I accept, will the buyer pay the shipping cost or do I?

The shipping terms would be exactly as shown on the listing page.
Shipping charges are non-negotiable and never part of the Best Offer process. The buyer would have seen that when they made the counteroffer.
