Who pays for refund?
I sent a shirt to a buyer who claims not to have received it. I used the eBay label, provided tracking and it appears to have been delivered. I verified the address with the buyer but she says she received notice that the address was incorrect. She’s requesting a refund saying I sent it to the wrong address. Do I need to provide a refund to save my rating or will eBay refund? Suggestions?

"I verified the address with the buyer but she says she received notice that the address was incorrect".
How did you verify the address with the buyer? Maybe the street address was correct but if it was an apartment, or duplex they may have left the unit number off the address they posted on ebay.
Did you try contacting the shipper with your tracking number, to see if they had an issue delivering the item? You may want to try that in case the carrier dropped it at the wrong address or the label was damaged somehow. Is it possible that you put the wrong label on the wrong package? Did you ask the buyer if they received something they didn't order? If the buyer has listed an incomplete address with ebay, they may have had issues with other sellers, you may want to check their feedback profile to see if they've had other issues.
If the carrier says the item was delivered to the proper place. Then the buyer files an item not received dispute it will be turned down, because of the delivered scan. You will not be held responsible for refunding them at all.

Sellers are required to ship to the address on file at the time of purchase for their protection. Take a screen shot of the address on the Order Details as well as a screen shot of tracking that confirms delivery. Message the Buyer (and attach the screen shots) and let them know you complied with eBay policy by shipping to the address of record at the time of the purchase and confirm via the screen shots what that address was and that it was successfully delivered.
It is up to the Buyer to check with whoever lives at the other address to see if they can get their package ...
If they file a claim that they did not receive their package simply copy and paste the tracking number to the claim and it will be closed in your favor.
The "can" eventually file a payment dispute with their funding source and if they win the claim eBay will charge you $ 20 for losing the dispute (reality is eBay loses the dispute not you but that is how it is set up). Having delivered to the address of record will of course help eBay in their fight against a wrongful dispute.
