Seller didn't ship for nearly 3 weeks, I asked for a refund since I had to purchase elsewhere. $ days later he sent out item and then asks me to print out return label,, Who pays for return label?

After you receive the item, open a not as described return so that the seller pays the return shipping. Late arrival = not as described per the money back guarantee.

Go to your purchase history - select return this item. Under reason for return, select does not match the description, and follow the prompts.
The seller has 3 business days to send you a return label or a refund. If he doesn't, or says he can not send a label, go to your case and click 'ask us to step in'.
