Who is responsible when a package is damaged and or stolen from the post office.
Item arrived from post office saying that the package was damaged and there were no contents in the package

The seller is responsible. The seller refunds the buyer, then files a claim at https://www.usps.com/help/claims.htm
Ask the buyer for photos of the package to use with your claim.
