Who do I need to contact in ebay about an indefinet restriction on a non appealable violation

My account has been restricted to sell permanently but yet I cant even get any information why. Who can I contact? I believe this is some kind of mix up. I just recieved top rated seller and I havent had a chance to even sell anything since I recieved it.
