Who can I call? I was scammed and it's been more than 55 days (what?) so ebay says they won't refund
I did not receive an order from India and I didn't report it because it said shipment was delayed and I was politely patient (not to mention the holidays intervened)! Now ebay says it's been more than 55 days (why 55?) so they won't refund me. Not fair!! Who can I call at ebay? Or should I just advertise the scam on twitter, facebook, everywhere else?

-First, REALLY sorry that happened. If the Seller messaged you and said there would be a delay then they scammed you.
-Normally, you can file a claim for an item that is not received based on the original estimated delivery date. eBay Money Back Guarantee policy
You can report a Seller here: Report an issue with a seller | eBay
While you can try contacting eBay they may not do anything at this point. Not sure why they zeroed in on 55 days but regardless, they are saying you can't file a claim with them. You may have to pursue a dispute with your funding source, PayPal, credit card, etc.

Buyers only have thirty days from the last estimated delivery date to file an "item not received" case with eBay. After that, eBay cannot help. Never wait more than thirty days to file a case or you lose your chance to get help from eBay.
You may still have recourse through your payment method; many credit cards offer up to six months of protection from the date of purchase.
