wheres my buyers money?
I sold an order. buyers payment to (me) seller was on hold. buyer paid 44.00 when buyer asked to cancel order, said (I) seller has issue with refund. and needs to update payment method. when funds were released to me, payment was only 25.00 now I cant refund payment to buyer. wheres the rest of buyers money? I think I was not refunded a shipping label.

Refunds, even for order cancellations, come out of your available funds not pending or held. If you do not have available funds then eBay charges your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here: https://ppcapp.ebay.com/myppc/wallet/list Select Manage under the method you want to use then select Preferred for selling costs. I use a credit card.
Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.

If the buyer's funds are still on hold or insufficient to cover the refund, you will likely need to provide an alternative payment method for the refund to be able to be completed. Then when the hold is released, those buyer funds will be available to you, balancing out the transaction.
