Where is send and request to make a new invoice

Question

I refunded a buyer for an item that they said was defective. And they did not send item back. So after two weeks of getting in touch with them I sent buyer another message. And buyer replied they troubleshooter item and item was working now and offered to repay for working item. Ebay said to go to send and request on sight and print a new invoice I can't find this. Am I missing something?

Ask the buyer if they would repay you by using PayPal. It's alright for you to provide your PayPal email address to the buyer because you are involved in this transaction with the buyer.
