When should I not ship an order?
I just sold an item to a buyer who has some weird feedback. Only 25 order buyer feedbacks but several claiming the person is a child and that they've sent back items with problems and continue to email the sellers for months later. Not all feedback is like this however. I understand my orders are covered by eBay, but I feel a but uncomfortable shipping to them based on this feedback.

Ebay does not offer an option to cancel a purchase for the reason you describe that won't cause a serious defect to your Account. EBay takes canceling a sale very seriously. Plus if the Buyer leaves a negative because you canceled, eBay would not remove it.
An issue you might run into with any transaction, not just this one, is if you do not accept returns. Because of that, if any Buyer opens a refund request and sends back something different than how you sent it, you will have no recourse but to give a full refund.
