When I make an ebay offer to buy how can I switch to an alternative credit card payment instead of the default. I have have two credit cards listed on my payment tab.

If the seller requires a payment method in advance, there will be a line on the offer form for both your shipping address and your payment method, with an edit link to change it.
On your eBay Payments page, one of your payment methods should have a note in green indicating "used for offers and auctions"; that is the default payment method. You can add a new payment method and designate it as the new default for offers and auctions when adding it.
