When does a buyer have input as to refund or receive the item that was purchased?
Purchased and paid for an item. Received a different item but wanted what I purchased. Instead, the seller refunded the money. I had no choice as to the matter. This is the second time the seller made the decision and I had no choice in the matter. Why is that?

It is up to the seller, but even if the seller wants to send you the correct item, it is better to return what you received for a refund, then repurchase the item you wanted. ebay’s system does not handle exchanges very well, and you would not be able to open another claim if there is an issue with the second delivery.
