The seller can't ship until the buyer pays. Since the buyer can select/edit the address at checkout, the seller wouldn't even know where to ship if the buyer hasn't paid.
It depends. Some items are immediately charged when the purchase is confirmed (the buyer sees a message to that effect). Most items are charged when the buyer goes through checkout.
It depends on how the Seller is selling their item(s).
-Buy it now items can be set to require immediate payment or not. If not then the Seller has to wait for the payment and can send an invoice if they want although eBay sends one to the Buyer for payment.
-For auctions, eBay sends an invoice but Sellers don't see that. If a Seller sends an invoice then they can see the Buyer's name and address on the invoice that is sent.
-Requiring Auto-pay: Sellers can turn Auto-pay ON or OFF on this page near the bottom for both Auctions and the Offer process: Buyer management | eBay
What Auto-pay does is require the Buyer to provide a payment method BEFORE they bid or participate in the Offer process to either Accept an Offer or Send an Offer. The Buyer can change their payment method within one hour of winning an Auction or when an Accepted offer happens by either party. They can change the payment method within that hour but either way they are charged and you are paid.
-Paid itemswill always be in your Awaiting shipment-print shipping label pagethat you can access through Seller Hub. When an item is in that file you can print the label and ship the item. You will get paid based on your Payout schedule (Daily, Weekly, etc) or after an Holds time out (for new and low activity Sellers).

OP9 months agoThank you. So to clarify, does eBay immediately charge buyers when they purchase items?
