What I the seller's handling time? Not all sellers have a 1 day handling time and you can't assume that. It is shown on the original listing found in your purchase history. Saturday is not a business day. If the seller has a 3 day handling time then they are still within the time.
< I paid on June 28 and today is July 2 and seller didn’t ship my item yet. No communication >
Has the seller told you that he hasn't shipped your item yet? Oh wait, you said no communication, so he couldn't have. Actually, I think that all you know is that the tracking hasn't been updated, and that could be attributed to neglect of the carrier. The answer by @eastlaneave hit the nail on the head: If the item doesn't arrive by the ED date, then you open an Item Not Received claim. Well, you can wait a couple days longer if you want to.
I'm not unsympathetic. Hey, I like to watch the movement of my packages as they progress from one distribution center to the next, finally to my mail box. It's comforting to see that. But the bottom line is, tracking is for the seller's benefit. It's the seller's protection for false/mistaken claims of non-arrival. The money back guarantee is the buyer's protection. Good luck. I hope your doohickey arrives soon.

What makes you think that the seller is refusing to ship? That is only 4 days, and 2 of those days were weekend days, so the seller is still within their handling time.
What is the estimated date of delivery as shown in your Purchase History? Has that date passed already?
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
Select “More actions†beside your item and then “I didn't receive it.â€
Click the box beside I want a refund.
Select Send request.
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.
Hi @srk0048 How do you know when they had an opportunity to ship? You don't. You can't. Be patient. If you're ordering life-saving medical equipment with specific need dates off eBay, that isn't wise. If the items you're ordering aren't life-saving, then you can exercise a little patience for the process and give the seller a break. Good luck!

I am sorry this happened.
eBay's Money Back Guarantee should apply: https://www.ebay.com/help/policies/-/ebay-money-back-guarantee-policy?id=4210
Here is how to formally request a refund of your full payment:
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund
-- You have 30 days from the estimated delivery date to open a case)
3) You can check the status of your case here:
https://www.ebay.com/help/ip?topicId=4667
The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund.
