What to do when "grace period" expires and seller still hasn't shipped goods?

I bought a few bicycle inner tubes (worth US $29.47) from celinlkeoder on May 8th, and patiently waited for the slow boat to arrive. celinlkeoder contacted me on May 15th saying the original shipment was lost, so I asked for another shipment, being willing to be patient. celinlkeoder agreed.

Months passed and no news. So on Aug 9th, I contacted celinlkeoder again, to ask for an update. Of course, seller said they'll check but there was no further updates.

It's now almost Oct, so the grace period for eBay to act is over. Am I out $30 at this point or do I have any other recourse?

@marisa527 NEVER wait until you can no longer use Ebay's 30 day Money Back Guarantee. Paypal allows disputes for 180 days from date of delivery. Some credit cards have a more generous dispute period.
