What to do when a seller got the item return but did not want to refund

Hi every body,

I got a problem that encountering a seller did not want to refund although I send the item back to them for return.

He e mailed me he would refund but never do it until my return case was closed.

Here what he wrote

Ebay must contact me and the shipping label had to be purchased through Ebay. But don't worry, as soon as you receive and evaluate the item we will refund you.

Ebay closed my case now, but I did know Ebay contacted him or not. This is the first time I endure this situation.
