What to do when a seller does not honor the agreed on terms of a return dispute?

I currently have an issue with a seller in China who sent the wrong-sized item so I opened a return dispute. The seller apologized for the mistake and asked if I could just "accept" the item. I explained the item was too large to suit its intended purposes but would keep it for a 25% discount, which worked out to $35.00usd. The seller responded with a $20.00 offer. I made a counteroffer of $30.00, to which the seller agreed on the condition I cancel the return dispute first. I did so unaware the return cannot be reopened if a problem arises and sure enough the seller did not follow through.
First, they claimed I did not close the dispute so I sent a screenshot showing the return was closed two days prior. Then they claimed the system wouldn't allow them to refund the money but would "try again." 3 days pass without a refund so I inquire again, to which the seller responds with, "We had give you refund ,please check it again". Needless to say, they did not send a refund and likely don't intend to because this whole process has been going on since May 16th.Â
I would appreciate any suggestions anyone has to resolve this issue.

You can not open another return, or reopen the closed return. Â You can call your credit card issuer and ask them to open a dispute for an incorrect item received.
