What to do if winning auction buyer may be outside the list of countries I mail to
I appreciate your guidance. I can't seem to send an invoice to the winning buyer of an auction who hasn't yet paid. When I try to send an invoice I get a message something like the buyer requests mailing to a country outside of those I mail to and I can't seem to continue with the invoice. This makes no sense to me. I have received no correspondence from the buyer. I tried doing the ebay chat to find an answer, but it was was worthless. The buyer has excellent reviews. I do participate in the ebay international program.
I can write to the buyer, but I thought I'd ask the Community first. Thank you.

Mentor10 months ago@broadandolney. You can not send invoices for items that are going to ship with the ebay international shipping program.
As a fellow seller I know how frustrating non paying buyers can be.
When a buyer doesn't pay you can cancel the sale after 4 FULL DAYS so on the 5th day cancel as buyer hasn't paid. This gives the non-paying buyer a strike on their account and they also will not be able to leave feedback. Then you relist OR do a second chance offer.
If the buyer receives 2 or more strikes in 12 months then they are blocked from auctions or best offers for one year ( as long as the seller sets this up in account settings) and can only make immediate payment purchases, if they get too many strikes then eBay may remove the buyer from the site.
Do not send an invoice or it starts the clock over again for when you cancel as buyer hasn't paid. eBay sends payment reminders.

Have you set up your buyer requirements in account settings?
Click this link: https://www.ebay.com/bmgt/buyerrequirements Then block buyers with 2 or more unpaid items in 12 months.
If you are not shipping internationally also block buyers in locations you do not ship to.
Then at the bottom of the screen look for buyer Payment Requirements put a check next to both of these:
Require buyers to provide a payment method before they place a bid.
Require buyers to provide a payment method before they make an offer.
These settings will cut down on your non paying buyer issues.
If you require payment prior to bidding on an auction AND allow invoice requests then buyers have up to 7 days to keep shopping and combine shipping.
If you do NOT allow invoices then the buyers auto payment will be charged one hour after auction.

OP10 months agoThank. you. I canceled the sale. I'm about to posted a related question. If you have the time to respond, I'd appreciate it. (Anyone else, too.) As a result of the issue, I've discontinued the international shipping program in case that was the culprit.

Mentor10 months ago@broadandolney. You can't send invoices on EIS orders. I strongly recommend that you DON'T direct ship internationally.
And you never want to send an invoice as a payment reminder, only for combined shipping.
