What to do if seller has not sent the return shipping label?
Seller is responsible for sending me a return shipping label to return an item that arrived not being how the seller described. Seller was communicating fine and then simply stopped replying, they accepted the return and eBay let me know that I should have received a return shipping label but have not received one. I don’t know what to do and there’s no option to let eBay step in, because I’m assuming they think the seller has sent me a return shipping label when they have not.

You receive a link to print a return label in an email from eBay, not from the seller. Check you email and eBay messages to find a confirmation of the acceptance and look for a link for a label.
If the seller is from another country, there will be no label he can print. The seller will have to send you the money through PayPal or other payment to cover the cost of return shipping. Wait until the forth day from when you opened the case, and if the seller hasn't performed, the link to ask eBay to step in will be there.

Once a Seller accepts a return request, that should automatically generate a return label from eBay. Have you checked your email connected with your eBay account and/or spam folder?
If you have already been refunded, you would no longer have access to the return label.
