What to do if seller doesn't issue refund?
The seller quickly sent product that wasn't product advertised. He quickly sent return label. It was returned and on Dec 20th, seller said he would issue refund. Again on January 5th he said he would issue refund. It's now January 17th and I've yet to receive a refund. The ebay chat bot said it couldn't help me. What recourse do I have when I received an item that wasn't the item I ordered, returned it, and multiple times the seller indicates they will provide a refund however it has now been 12 days since the second time the seller said they'd provide a refund, but no refund has been received.
