what to do if buyer pays for fast shipping and seller ship cheaper slow shipping
What can a buyer (me) do when I paid for a shipping service USPS Priority $19.90 and seller ships a cheaper UPS ground? Seller also not responding to messages.

I assume the package will arrive late if was sent ground instead of priority, which makes the item not as described. You can return it for a full refund at the seller’s expense. If you open a return, be sure to select does not match description. In the comments put arrived late.
Do not open the return until you have the item in hand. Once you open the return, the seller may offer you a partial refund to make up for the late arrival, but he does not have to.
There is no way to open a claim for only the difference on the shipping.
