If a Seller cancels your purchase or cancels a bid on an auction you can try reporting them here: Report an issue with a seller | eBay
If they do the above you can also request a callback from eBay here and complain: eBay Customer Service
AS @wooden_flower mentioned there is NO eBay Block for (0) Feedback customers, period.
On a side note: EVERY SINGLE EBAY MEMBER STARTS WITH (0) FEEDBACK!

Sellers cannot require buyers to have feedback. They can write anything they want in their description, but there is no method to block new members. He can block you specifically once he knows your ID, though.
If he cancels your purchase on the basis of no feedback, you can report him for the policy violation. You can’t force him to sell the item, but he won’t want the violations, either.
