I have never purchased anything through ebay which was from out of the US. Ebay warns that there could be extra costs from our government. Thanks

You can import up to $800 per day with no customs fees/import taxes, if sent through the mail.

If the seller sends by DHL, eBay's global shipping, Fedex, etc, there could be a brokerage fee - an extra fee for them bringing the item through customs more quickly for you.
