What is the Shiiping time for seller to drop off at shipper
what is the exact shipping time a seller has to drop off a package with the shipped?
Why does ebay include the following in a sellers overall performance rating, when the seller has no control over
1. shipping costs
2. shipping time
especially when the buyer knows upfront the cost of shipping, before they buy something.
and no control over shipping times due to factors like weather, thefts, yet I have received negative feedback due to weatyer related delays.

As a Seller YOU set the Handling time on your listings. That is when you guarantee the package will be scanned by the carrier. The default on the Advanced listing tool is 2 Days Handling time. With that setting if you ship on day 3 you risk getting a Late shipping defect on your account.
Some of the other metrics are subjective and yes, a Buyer sees what shipping will cost before they purchase. If Sellers are accurate with their weights and package dimensions and are not gouging customers with higher shipping cost (yes some Seller see Shipping as an additional profit center) then any complaints on shipping costs should be sent to the carrier and NOT be on a Seller's record.
