What is eBay phone number to talked with agent
I bough a car seat form eBay and the seller not shipped the item from last 2 weeks now I want to ask for refund. Or cancel order the seller not welling to accept cancellation and there is no option to call eBay

Only the seller can cancel, and the seller is not required to cancel just because you ask. Only the seller is in a position to know if the item has shipped or if an order has been submitted to a third-party to ship to you. Not every seller includes tracking information in a timely fashion until it is required.
If the item does not arrive by the last estimated delivery date shown at the time of your purchase, the next day you can file an "item not received" case with eBay. The seller will have three business days to provide tracking that shows delivery or refund you. If the seller does not cooperate, you can ask eBay to step in and refund you for up to twenty-one business days after filing your request.
