According to Google:
"An eBay "URLO" error (User Rules & Listing Obligations) usually means your listing violates a policy, often involving disallowed links (http, shortened URLs, @ symbols), overseas item locations, or issues with item specifics/images. To fix it, check your description for hidden URLs, ensure all images/links use secure HTTPS, remove @ symbols, verify item location rules, or use a standard browser instead of the app for clearer messages."
