If your purchase does not arrive by the estimated delivery date, you open a not received claim. If the seller cannot prove delivery, eBay will force him to refund your payment (eBay holds the funds as soon as you open your claim, but also, the seller is not given your payment until after delivery if he is a new seller).
After the last expected delivery date, but no more than 30 days after the last expected delivery date, you go to your purchase history and select 'I haven't received it', and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, you go to your case and click 'ask us to step in'.
