It is the law. To prevent money laundering, KYC (Know your customer) laws require financial institutions to verify identities.
eBay's payment processor is considered a Financial Institution under the law.
The account that you use for payouts must have the same exact name as your eBay registration name and your SS# must match the one that the bank has on file.
If there is any discrepancy, you cannot get paid.
