·2 years agoYes. The buyer pays the seller an amount the seller set up to reimburse the seller (or not, e.g. Free Shipping, or partially) for shipping and handling. Where the seller set up "calculated shipping" s/he is the one who put in (or accepted an eBay suggestion, which is rarely if ever a good idea and certainly not in this situation) the data from which the calculations are made. Then the seller has to pay the carrier (directly or through eBay or a third party) the actual fees of that carrier to deliver the actual package from and to the actual locations.

The seller is the one who set the shipping costs in the listing.
