It's under the photos
3) On the app
Sell Similar from your own listing use the 3 dots ⋯ to the right of your title Sell Similar from someone else's listing, open the listing then use the 3 dots ⋯ to select Sell One Like This
According to the eBay help desk (I called them today), they say that other sellers are also seeing this lack of "sell similar" or "sell one like this" (to use an existing listing from another seller as a template) and they opened a ticket. This is what I'm accustomed to seeing: "Sell One Like This", not "create a new listing".
You'll find the Sell Similar in the list of options next to an item in most of your lists (Active, Sold, Ended...). You'll also find it on the item listing in the top portion of the page.

I used two of your steps:
A) Log out and back in.
Clear your cache
and restored "Have one to sell?" "Sell Now". Let's hope it remains!
P.S. eBay hasn't responded to the "ticket" they submitted---oh well. 🙂

For Google Drive, change the settings to "anyone with the link can see this"
Currently I am not allowed to view it due to your security settings.

Yes, I can see both files now.
You are seeing create a new listing, rather than sell similar.
I believe this is an temporary issue. It's only affecting a few people. One person I helped has gotten the 'Sell One' button back
Try this:
A) Log out and back in.
Clear your cache
Use a different browser (example: Chrome, Edge, Firefox, Safari)
