What happen if the buyer refuse the delivery because of import tax issue. Buyer cover the return?
A buyer purchased an item to Turkey.
Delivery arrived in turkey by UPS.
However, the Buyer refused the UPS delivery because the buyer did not want to pay import tax.
Is the Seller able to get full refund for the item cost and the return cost.
The Return cost is much more than the order value. Disposal of the item in Turkey also cost a lot for UPS.
What is the e-Bay return and refund policy to Seller for Buyer refused delivery.?
The buyer should know the tax required for international eBay purchase.

Here in the USA, if we use the postal system to ship the item to the buyer, the buyer is only obligated to pay customs fees if any are due. If the seller uses a courier (such as UPS or Fed Ex), those couriers also charge a brokerage fee which the buyer needs to pay. If the buyer refuses a postal delivery, it gets returned to the seller without charge. I don't know if couriers charge a fee for returning the item to the seller.
