you reported a seller for being a scammer and you watch the same seller slightly change their shop name and keep right on going?

I thought about that, it's not a bad idea. Except that I can't be the only person this seller got... And the thing that most upset me was that eBay wasn't making it easy for me as the victim. I had given up on getting my money back from the seller or eBay and just reported to my credit card. I had all of the correspondence, it was clear what was going on. Only when I reported it as fraud to my CC company did eBay issue the refund FAST. I expect the scammers, I didn't expect a place to make it so easy for the scammers. It's concerning and makes me distrust the platform.

I'd probably shrug my shoulders, walk on by, and move along with my life. Oh -- I would not buy anything from that seller or shop.
