what do you do to return an item that cannot be shipped by usps or ups such as a carburetor that has
purchased a carburetor and it failed after installed and turn the gas on and it started overflowing like the needle
valve is not seating. talked to usps and ups and said because it had gas in it I can not send it back.

It can be done. Use google – copy & paste How to Ship an Item That Had Gasoline In It – to learn what you have to do. Next time, maybe find your vintage parts at one or more nearby salvage yards.
