What do you do if buyer wants refund for minor fixable
Repair on a purse, yet it takes them a month to send back the paperwork item? I feel that this person must have had used the purse for the holidays and now wants to return the purse. What should I do

Buyers should not be expected to have the item they received "fixed." It should arrive as described. The buyer had 30 days from delivery to open a return so there is nothing wrong with submitting a return request on day 30.
You need to accept the return and issue a full refund when you get the item back. Return shipping is on you. If you don't, when the buyer escalates the case to eBay, they will refund the buyer from your account, allow her to keep the item, and award you with a defect on your selling metrics for not taking care of the buyer.
