Cancel the transaction choosing 'Buyer hasn't paid' as the reason. The buyer will receive a nonpayment strike on their account and be unable to leave feedback. You will be free to relist the item if you wish.
Add the buyer to your Blocked Bidders List so that they won't purchase it from you again.
