What can I do?
I purchased an item on Aug 4th, it showed a label had been created on the 5th and item should arrive by Aug 13th, the latest. Mind you still there was no tracking info just that a label had been created. I reach out to the seller and the seller replied that they were on vacation and they will ship it as soon as they get back but I needed the item for my vacation , which i'm on my way too as I write this. When I found out the item hasn't been shipped yet I asked for a refund and to cancel the order as I would no longer need the item when it finally did arrive and my request was declined and the item was just shipped and now has tracking info. I ordered the item on the 4th of August and reached out to the seller before she shipped it 11 days later, mind you. Any suggestions on what I can do next would be greatly appreciated.

If the order does not arrive by the last estimated delivery date, you can open an "Item Not Received" claim.
You can open the claim 1 business day after the last estimated delivery date (and you have 30 days past the last estimated delivery date to open the claim)
Follow the directions on this page:

A seller cannot decline an MBG claim. eBay policy overrides a seller's policy. You are covered by the eBay Money Back Guarantee
https://www.ebay.com/help/policies/ebay-money-back-guarantee-policy/ebay-money-back-guarantee-policy?id=4210
Open the claim using the directions that I gave you in my previous answer above.
Do not let the seller stall you or talk you into closing the claim (or sending a replacement). Open the claim and the seller will have to prove that the item was delivered to you on time and as described.
If, after 3 days, the seller has not responded to the claim, you can ask eBay to step in and refund you.
