If the seller cancelled as "out of stock" or "lost or broken", the seller's account has received a costly defect from eBay. A few of those cancellations and the seller will lose selling privileges.
If the seller cancelled citing an inappropriate reason, report the seller to eBay.
eBay cannot force a seller to ship an item; eBay can only ensure that a buyer gets a refund if payment is made through eBay and the buyer follows the money back guarantee policy.
