What am i supposed to do here?

Hello. I recently bought a pc from a seller on ebay, and i have been having issues eversince it came. I've reached out to the seller previously but they did not offer much in the way of help. Nothing specifically wrong with each part individually, but the differemce between the cpu and the gpu create a massive bottleneck. The cpu (which i was unaware of at the time) is only a 4th gen 4core intel i5 processor, while the gpu is an nvidia 1660 super. There'sno problems with either of these individually but they dont perform well together. Its a gaming pc sure, but i can only play games that are older than 5 years, and only on super low settings, and they are the only thing i can run. If i try to run discord, firefox, or god forbid stream (which is WHY i got the pc in the first place) my CPU CRASHES. I dont know what to do. If i still had hair i'd be pulling it out. Someone help please. I came to ebay to save money and in the end i feel like i got scammed. If i am streaming, then loading any other program pretty much locks up my cpu and i get disconnected from the internet frequently. I dont know what else to do, im disabled and and im still waiting for the government to approve me after nearly 3 years, so streaming is my primary source of income (so far approx $70/mo) so i dont have any way to upgrade or replace this pc. Im at my wits end. Please help

The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request for most categories. Trading cards, bullion, coins, paper money, and items that are sold as not working or for parts you only have 3 days from the date of delivery to file a refund request case.

Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.
