ebay customer service looks to be shut down. I've seen it getting more and more difficult, now there is no way - no call back, no chat, no chatbot, and now no 'call agent.'
Fine, I closed all my listings and won't relist until I have better clarity on their whack policies.
1) how long after receiving an item can a buyer open a claim. I took photos of outbound photos and videos of items for proof when buyer complains or when they send it back with my label provided by ebay. I figured 30 days was sufficient, but I not only do I think it's now forever, I think it doesn't matter because no one will see.
2) Are 1099's to be generated for 2024 sales, or next year?

eBay has a thirty day money back guarantee policy, meaning a buyer can open a claim through eBay within thirty days of receiving an item. The buyer may still be able to open a claim after that point, but eBay may not be able to step in or help.
If the buyer paid through PayPal or a credit card, the buyer may be able to dispute the payment for various reasons for up to six months from the original date of the transaction. eBay has absolutely no control over that.
Whether 1099's are generated depend on many factors, including your state's threshold and the federal threshold and whether any changes have been approved or delayed. Whether you receive a 1099 or not does not affect your responsibility to account for your income; the threshold only affects whether eBay is required to generate the form or not.
To contact eBay, use the chat assistant that you reach from the Help & Contact page to request a chat with an agent or a call back.
What options you see may depend on your particular issue and how busy that department is at the moment.
Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.
