-First, Buyers can only "request" a cancellation. If they did then you can cancel from your end using the reason Buyer requested.
-You have 28 days to Cancel a label your purchased through eBay providing you did not ship the item. You can use the drop-down menu on the left of the item on the following page and select Cancel. Your account will be credited in 21 days or less. Track and manage your shipments
