Weird partially refund

Question

I bought a jacket in Jan 30, the seller provide a tracking number but don't send it actually,and a week ago the seller contact me to cancel this order because he can't find the jacket, I ask ebay cancel this order but declined, the weird thing is ebay give me a partially refund today 1450$(the total amount is 2000), anyone know how can I get full refund back?

Actually, eBay did not do that, the Seller did and it sounds like they are trying to scam you out of $ 550.00.

If filing a claim that you did not receive the item fails then you will have to file a dispute with your funding source, PayPal, credit card, etc.

Here is what we advise Buyers when they do not receive their item.

Really sorry that happened ... the date you want to keep an eye on is the original estimated delivery date. One day past that is when you can process a claim.
