eBay doesn't "handle" anything. Individual sellers make listings for items on eBay. Some listings are specifically for junk (condition is given as "For parts or not working" as that is what some buyers want--to fix that item or take it apart for parts to fix others).
It is up to you to read and make sure you understand the description (and terms--be sure to check both the Description and Shipping and Payments tabs to make sure the description and shipping and payment terms are satisfactory BEFORE you commit to buy including bid or make an offer) and to do your own research on the item sold: if the seller is selling particular brand and model that is a piece of junk that is what you will get.
On the other hand if the item you get is different from what is described (including in the item specifics, where in most categories any "condition" other than "For parts or not working" requires that the item is working for at least basic functions) you are protected by the Money Back Guarantee in most categories (another thing to make sure before you commit--MBG logo in the right column) and should file for a return from your Purchase History for the not as described reason.
