Was checking on a nonpaid item and Jose at eBay told me that I have to ship it first and then I get paid that it's a new eBay policy. They put in effect 3 to 5 months ago. Is that correct

You need to make sure that the buyer has paid for the item first before shipping. You will not actually receive the payout until after the tracking shows the item was delivered so the key is to see that eBay shows the buyer has paid.

NO! Never ship an item until you get paid. For new or returning sellers, the funds can be held for up to 30 days, but will be paid out. The buyer must pay first.

You should only ship if when you sign directly in to your eBay account Selling page you see "paid -- ship now" for that transaction.
