Unfortunately the agent did you give you bad advice on how the refund process works, but the out come would have been the same. If a buyer SAYS an item is not as described then you must accept the return, issue the return shipping label, refund the buyer when you get the item back.If you wait for eBay to step in then you do not get your sellers fees back, buyer may be allowed to keep the item and you get a defect.Y...
