If you fell below standard and did not improve, eBay restricts your selling. If you have waited until you cannot list at all, then it is too late to improve. You can try waiting until you have no defects on your performance, and then see if eBay will let you sell again.
Check your dashboard to see where you were below standard - https://sellerstandards.ebay.com/dashboard?region=US check the monthly breakdown to see when the defects will be more than 12 months old.
Also check your service metrics.
