Volume discounts being charged more than discount I have listed. Am I the only one?

Hoping someone can help me out. I noticed today on certain listings of mine that have discount for buying multiple items that somehow Ebay is doubling the discount to the customers. Most of my listings I offer 10%,15%,20% discounts based on quantity. It seems to be happening on all my other listings where I offer a lower discount like 5%,10%,15% or 3%,6%,10% For example, I offer 3%,6%,10% and the customer bought a quantity of 4 was given a 20% discount when it should have been only 10%. It looks like it has been doing this since I put the listings on, but I only noticed it today. How do I fix this and is Ebay responsible for reimbursing me? Again this is with many of my listings not just one. I looked to see if anyone else had this issue but I have not found anyone posting it. Looks like Ebay shut down the facebook customer service, anyone who knows the best way to contact Ebay please let e know.
