As a buyer with a pay pal account how do I set up a venmo account and how long before I can use it . Then will I still be under ebay protection ?

If you use your phone, download the Venmo app from the App Store or Play Store.
If you are on a computer, go to the website to set up your account: https://venmo.com/
I don't know how long before you can use it, that is a question for Venmo.
Yes, you still have eBay protection IF you use eBay's checkout system and select Venmo as the method to pay for the item. (Never pay a seller directly by any method)
